Local Law 152 — Gas Piping Inspections
What NYC building owners need to know — requirements, deadlines, and the 2026 rule changes.
NYC Local Law 152 requires most buildings to have their gas piping system inspected by a Licensed Master Plumber every four years and certified to the Department of Buildings (DOB). What the Law Requires
The inspection catches leaks, corrosion, improper fittings, and other unsafe conditions before they become emergencies. It must be performed by a Licensed Master Plumber (LMP), or a qualified individual working under an LMP's direct and continuing supervision, at least once every four years, with the due year set by the building's Community District.
Who must comply
LL152 applies to nearly all buildings except one- and two-family homes and other buildings in Occupancy Group R-3. If your building has gas piping and is not exempt, it must be inspected on schedule.
Buildings with no gas, or gas piping but no service
- No gas piping at all: file a one-time certification (signed and sealed by an LMP or a Registered Design Professional) stating the building contains no gas piping. No inspection needed after that.
- Gas piping present but no active service: file a signed utility statement plus a signed owner statement certifying no gas service and no appliances connected.
Inspection Schedule — Four-Year Cycle by Community District
Every building falls into a sub-cycle based on its Community District number. The deadline is always
December 31 of the due year.

1. Confirm the building is covered — exempt buildings (R-3, one/two-family) don't need an inspection; buildings with no gas file the one-time no-gas certification instead.
2. Hire a Licensed Master Plumber — only an LMP (or a qualified worker under the LMP's supervision) may perform the inspection.
3. Perform the inspection — a visual inspection of all exposed gas piping for leaks, corrosion, and improper fittings. Any unsafe condition is reported immediately to the owner, utility, and DOB, and must be corrected right away.
4. Report to the owner within 30 days — the LMP provides the Gas Piping System Periodic Inspection Report (form GPS1).
5. File the certification within 60 days — the owner files the certification (form GPS2), signed and sealed by the LMP, through DOB's online system, and by December 31 of the due year.
6. Correct any conditions and re-certify — corrections certified within 120 days of the inspection (or 180 days if more time is needed).
Extensions: a one-time 180-day extension is available if requested before the deadline.
What's New in 2026
- All-digital filing through DOB NOW — every LL152 filing is submitted online; paper is no longer accepted, and a filing isn't counted until it's uploaded and accepted.
- New filing fees — for the first time, LL152 filings carry DOB fees ($35 for the certification, extension, or correction; $375 for a one-time no-gas certification; $480 for gas piping but no active service). These DOB fees are set by the City and are paid by the building owner (the customer), separate from Tri-Star's inspection price.
- Wider scope — effective February 22, 2026, the inspection now includes commercial tenant spaces with gas lines, not just common areas.
- Qualified inspectors only — anyone inspecting under an LMP must be a Registered Journeyman Plumber who has completed the required 7-hour training.
- Advance notice — the LMP must notify DOB at least 2 business days before performing the inspection.
Penalties & Waivers
Missing the deadline is expensive. Failing to file the certification on time carries a civil penalty of $5,000 for buildings larger than three families (about $1,500 for three-family dwellings). Enforcement is now folded into DOB's main tracking system — expect prompt violations once a district's December 31 deadline passes.
Formal
penalty waivers are available in specific situations (with documentation) — such as a change of ownership near the deadline, owner bankruptcy, significant building damage or active construction, a vacant or sealed building, a declared state of emergency, or permitted gas-line work overlapping the due date. A waiver forgives the fine but is not a pass to skip the inspection.
